How do we achieve a maximum automatic disconnection of supply time not exceeding 0.4 of a second, during a fault of negligible impedance to earth?
 
A fault of negligible impedance to earth is also known as a dead short to earth.

From ohms law, your very low resistance with a constant voltage gives an extremely high current.

The time graphs of whatever OCPD is in use as shown in the regs will mean an instantaneous trip. Well short of the 0.4s maximum.

And there is no longer EEBADS… it’s only ADS

I could point you in the direction of a book published some years ago on earthing and bonding thar would probably confirm everything you are likely to say.

If you are ignorant of the fact that JPEL/64 has been legally disclaiming what it has written, I can except that.

Line and neutral conductors are both live conductors, the response of the RCD will be exactly the same in either case.

Bearing in mind you asked a question originally, what is your answer to it? Or do you not know?
 
Making sure all of your earthing and bonding conductors are of a csa that is large enough to divert the earth fault current back to the mass of the earth, fast enough for your chosen overcurrent protective device to work within the specified time.
Have you touched the neutral conductor yet?

Conclusion:

Where did “touching the neutral” come from? Wasn’t mentioned in the OP, which is from what #2 was referring to.
 
You got straight onto the subject of ADS, so I decided to skip straight to discrediting ADS.

I wasn't looking for an argument and ADS is just a myth, so why bother arguing about it?
 
Lives (as well as your credibility) are at stake, I am not going to talk any nonsense.
