i went into a house today and isolated the lighting circuit and noticed that two MCB's controlled the lights,
any thought on this ???

Do you mean 2 MCB's controlling parts of the same circuit or 1 controlled up & 1 down ? If 1 up / 1 down then thats how it should be.
 
is there two way switching for the landing and hall or somthing simular??? seen it many times where people screw up at the switches and cross supply at the switch. disconnect hall and landing switch and see if mcbs can then be switched off separately,, if so then you found the fault..

Yep that's a problem as if there's a fault you need to trip 2 mcbs, just stick both wires in one mcb job done, is there a common neutral bar or a split load board, need to ensure your neutrals are in the same bar if thats the case!

I saw something similar on a ring main and must have been a diy job on 3036 fuses, the ring left the board by one 30A and reentered the board on another 30A!, that was only the tip of the problems in that place!
 
You need to get the circuits separated as it is a situation that could prove dangerous to anyone working on the circuits in the future.
It is a code 1 failure in a periodic inspection.
Proves that the circuit wasn't tested on completion.

Half the Morons out there doing Electrical work would'nt know what a Tester looked like, never mind how to test with it. They turn the breaker on & the light, lights. Testing done, Seemples.
 
How many lights are on the circuits? How large is the property? What size cable has been used for the circuits? Are there any thirsty lighting accesories
