What is the done waye to have sockets put up into a loft? a whole new ring/radial from the consumer unit or a fuse spur off an appropriate socket on the upstairs ring then then a couple sockets off that, obviously beign down graded due to the 13amp fuse in the spur.

Depends how many.

If its just one, then a spur from a room below.

If more than one, then just continue the RFC into the loft.
