Had a quick read of it

It has taken over 3 years to produce that consultation

And it will mean if implemented

MORE EXPENDITURE TO COMPLY WITH IT !!!


It would appear if that this government loves fiddling with rules and regs and they just don't know when to stop. They introduced a half baked scheme now they are trying to overcook it
