should think so. 2 x 2.5mm will go in 20mm conduit, just.

but what if he's running T/E clipped direct at high level and protecting his drops with conduit?

The job is a school im tendering they propose to use a basket installation at high level with dado dropping most of the cables down to low level but cleaners sockets and a few other spurs etc are not on dado there is no capping in the spec only galv conduit is included. I was hoping to use one 25mm pipe instead of 2 x 20mm.

I've been in that situation many a time. The solution is:
Leave approximately 200mm of the sheathing on 1 cable or enough to make entry to the point of termination with sheath around it.
Strip the sheath from the 200mm mark to approximately 200mm short of where the other end terminates.
Now you have 3 building wires with no plastic sheath making them bulkier. Legal if run in conduit.
Its sometimes easier to strip as you go.

Keep the whole sheathing on the second cable, the conduit is wide enough to accommodate the cables as per described. Most important that any cables exposed should be sheathed.

I'm hoping he may have finished the school job by now :)
