The third party was introduced to stop building inspectors getting overwhelmed. If each stage in inspected and is done correctly I see no problem with it but this is not the case here.

Inspection is far more important than testing though - testing merely supplements inspection.

Yea but what about someone who has wired diagonally across the wall. I wouldn't be comfortable with it without seeing the wiring routes.

Yes, but most of the CPS have not included third party as an option for their members. And of the one or two that do offer it have had a very low take up from their electricians.

With an eicr being unregulated and with some 'electricians' offering them for as little as £70 it is concerning that the LABC would deem a eicr acceptable in the above situation.

One LABC near me will ONLY allow an EICR by a handful of approved contractors - and for quite a large sum of money too.

not sure they will deem it acceptable. I just told the guy to enquire as one of his options. £70, jees I charge a day for one and I find that a push to do a thorough job.

I guess they are correct with this to some extent though. Compliance with building regulations is the responsibility of the property owner, sadly not a lot of property owners are aware of that and they think it is the responsibility of the installers/trades/builders. If the builder says hes going to sort it out then isn't it down to him to get it sorted? If not then he hasn't finished the job, so don't pay him.
