Erm, no, it is a photo of me with heavy paintshop rendering to lose most of the likeness. I've not heard of this Harold bishop (I don't watch hardly any TV).
I bet you were glad when they invented the Internet then, saved you sitting there staring at the walls lol
 
I thought that you had to back up all observation with a reg, if not then you could could just write up you findings as a general note
Any comments on page 2 of EICR only need to be in clear English, with no direct reference to regs, however if your customer takes you to court for work done but not needed then you'll pull out your BGB to show your learned friend
