Hello, would appreciate your advice.
Old Federal Electrics D/B, Rederal Eletrics went under, meaning no suitable RCBO's,
Would it be acceptable to use MCB's that are there and install an RCD after MCB ?

usually OK. think of an old CU where you need to add a RCD for some new sockets.
 
I'd suggest advising the customer of the significant advantages of upgrading the board. Federal MCBs aren't exactly the most reliable for actually operating under fault conditions.
