How to connect a ptc heater to a controller, so...​

the controller actually turns the heater ON and OFF when it reaches the desired temperature?
I need to keep stable 30 deg temp, but there is no relay switch on the heater (I think that's how it is called), so if the heater is connected directly to a power supply, it just keeps feeding the heater with the power and the temp just goes up and up. And when I wire two heater's cables to a "heating" slots, the heater never turns on. That wiring diagram just confuses the cr*p out of me.
What am I missing here please?

My power supply output is 12V, 360W max, 30A max.
The heater's specs: 150W, 15A.

Can I use that 15A heater with this temp controller? I see 10A on its diagram.
