I am trying to get a completion certificate for a double extension from the LA Building inspector and they are asking that I fit extract fans in the kitchen and bathroom

The original plans were passed in 1994! When was it made a regulation that extract fans had to be fitted?
as I may fight this one as it is gonna b a proper ball ache o retro fit them now
 
I hate to say this but if the building inspector wants fan, you need to fit them..... if you want a completion certificate.

Yes its a pain in the proverbial!
