We have been asked to quote a new housing estate with around 45 properties each having 2kw. Can the developer claim the tariff or does it go with the new owner of the property

Could be done either way. I would suspect/hope that the houses would be easier to sell with the FiT.

That's the theory, however: I just visited one new build site with 20 houses with PV on, most moved in last August, only 50% had got their completion certificates and NONE have been told or advised how to claim the FIT !!! about 80% didn't even know that they were entitle to it - they were sold the PV on the basis of a net neutral electricity bill and charged > 10 -15K extra for a 4kW Romag in roof / tile system - we're offering the rest a retfofit option of the same system :) the original installer contracted to the builder / developer hasn't seen that opportunity!
 
Have they got G83/2 multiple connection permission in place? Minimum maybe upgrade to existing substation if a new one is not part of development.

One to watch as we inevitably see more rejections due to grid weaknesses.
