Is an outlet plate any better in terms of IP ratings than an unswitched FCU though?

Nope, but there's no reason to touch a flex outlet, and as most towel rads need a switch, why not put that somewhere where someone is not likely be stood on a wet floor?

I know are European cousins have a more laissez-faire attitude to these things, but isn't that the reason we're leaving them :)
