Where screened pairs are used, such as for analogue controls, what colour sleeving do you use? I've always used green and yellow but as it's not providing a safety function or ads should it be cream?
Yes in theory, unless it is designed to be used as a PE then it should not be green/yellow. In electronic equipment and media systems it is often green or black, which are the traditional colours for signal ground that are not part of EN60445.
Pragmatically it is often sleeved black, not to give any colour code but just because most heat-shrink sleeving is black. I often use clear.

Would the same apply where a panel has a clean earth bar? Would it be a good idea to use a single black conductor to the MET as is used for the EV charger reference earth?
Yes. If you want to follow the regs strictly you could make it pink but I wouldn't personally worry. There are some situations where colours absolutely have to be correct (e.g. distinguishing ELV from LV in a panel or L from N in a DB) but others where the function of a conductor is so obvious that the code adds nothing.
