^^^ If you're a spark then I'd worry more about my installations than my spelling mate. If you 'do' commercial then surely you are familiar with testing and domestic should be a breeze. What your normal 'tester' is saying to you about NICEIC sounds like a load of baloney to me. Not 'strange' just wrong. You can search the forum, there are loads of threads about getting work signed off. Join a scheme - NICEIC, ElECSA, NAPIT et al, else pay Building control. Schemes are all around the same cost for the Domestic Installer badge and less than the £1000 you say your tester charges. They are called self certification schemes for a reason...
 
You can do the work if you are competant and the installation is installed in line with the 17th edition wiring regs and part "P" building regs. What you need is the notification of the job which labc will provide if you pay them. To give you an idea my local authority charge £300. If you provide a certificate of your testing results they may not even test themselves.
