depends what you want,so many differnt options, but id pay someone to do for me and they can tell you what to to do and how to keep it at top of listings

I began by buying a book on HTML (the basic language of websites) but that was a long time ago and I haven't done much since.

Lots of web hosting companies offer packages where there is a template and you can alter the content using a WYSIWYG interface (what you see is what you get).

Otherwise I'd agree with what t'others have said already.
 
I started out by blagging web-space from a mate of mine (who has about a gozillion terabytes) and then farting around with Dreamweaver adapting free templates from the web and uploading them using Filezilla. I'm not doing anything professional (and it shows on my website!) though. Like others have said, if you want it to look good and you're not used to doing it yourself, get an expert!
 
The design is the easy part. Attracting visitors to your web site is a lot more difficult. Google SEO and do your research ;-)
