Is bonding a water pipe needed if incoming feed is plastic?
 
No, unless the metal water pipe happens to be extraneous by some other route.

Sometimes internal pipework can be buried from kitchen-bathroom for example
 
Is it best just to test the pipe you think may need bonding?

If it is plastic - bonding it,will only mitigate against static shocks,like those hanging strips,you saw dangling off the back of Mk I Escorts,in the 70's :)

haha... I think the OP is talking about bonding copper pipes that are attached to a plastic infeed pipe.

My water supply pipe is plastic but the internal pipework needed bonding because it is in contact with the damp cellar walls. As said, just test it in each case to be certain.
 
If the entire internal pipe installation is in copper I'd be inclined to main bond it regardless of plastic incoming supply, I think there's something about that in the OSG ?
