Right
As the title really we got called to a local authority's central depot to look at a fault on a cable we sorted that but when testing after the repair I was getting a varying Eli between 0.05 up to 0.89 bu as there is a ups I thought that may have something to do with it so after speaking to the electrical engineer from the council we tested at the main intake to the whole depot and again we was getting between 0.01 to 0.69. Obviously I could not switch off to do a ze with all parallel paths disconnected so has anybody got any ideas as to the problem?
I have UKPN coming down tomorrow just to confirm its not from their side but I am thinking they will need to shut down to test properly.

you can get fluctuations depending uopon the loading of the transformer from which you are fed from. As the cable gets hotter, the impedance increases. This shouldnt be that great though. My money with your problem is a failed sheath or joint in the system.
