Hi Scott, Welcome to the forum. You need to give us more information, the more you can give us the better the answer we can give you buddy. For example:- Where are you testing the final circuit? How are you testing? Your test methodology? Cable type, size, e.t.c.? Earthing method? Class 1 or 2 down-lighters? Are the down-lighters part of a general lighting circuit or on a dedicated circuit? Have you measured IR N-E, if so what reading? Lamps out? Switches ON?

Are you testing with the lamps in ? If so join line and neutral together and re test and see what the reading is!

What is your N to Earth reading?
 
and are these 230v, or elv with trannies?
