Ooh, using a wander lead I got a reading form the CU L to the dimmer L/com, and the L on the ceiling rose was removed...?!
 
What else has your customer replaced, possibly a socket also. As its been said you need to IR test, and all common shared neutrals on that side of the rcd.
 
Like the other guys have said you need to do IR test, if the readings are bad then go looking for damaged or faulty cables, then you can narrow it down by doing IR tests on separate parts of the circuit
 
Sounds to me like the OP has as much chance of finding the fault as I've got of Sh###### Liz Hurley.

I know it sounds harsh, but you need to stop jumping around trying to find a fault, you need to start testing correctly and not jumping between test procedures, you will spend all day chasing you tail if you carry on the way your are "testing"
