What code do you think the observation requires and what is your reasoning behind that decision?

C3 indicates that an improvement is recommended to improve the safety of the installation. The simple way to decide is to ask yourself what improvement you are recommending and what safety benefit it has.

Might also help if you can think of a Regulation not having local isolation fails to comply with.
