Hi all I'm not sure if someone asked this question already. Yesterday I applied do join NICEIC Domestic installer scheme payment was done and now I'm waiting for my assessment day. Today my client asked me if I can come and do EICR report on his properties which he rent's this needs to be done before April. Now because I need to wait 5-6 weeks for my assessment before I got registered it will be after beginning of April and to late for me to do EICR,. Can I certify before I join this scheme. My qualifications are 18 edition wiring and regulations, and Initial Verification and Testing level 3 601/5929/7

I'm not sure how a trainee or even a newly qualified electrician can be in a position to carry out EICRs to be honest.
It takes years of experience to be able to inspect and test existing installations, taking into account all of the variables you are likely to come across. This is actually written into Guidance Note 3 on Inspection and Testing.
Also, the NICEIC Domestic Installer Scheme only allows you to self-certify your own installations, and not to carry out EICRs on other installations.
There's an exception to this rule which came in last year following the introduction of Private Rented Sector Regulations, which may allow a Domestic Installer to do EICRs, following a further in depth assessment by the NICEIC.

No Mike. What that statement means is that a domestic installer is not allowed to do EICRs on any installations under the banner of the NICEIC.

Sorry loz I do tend to read what is written and not interpret it in any way other than that.

Are you perhaps getting a bit mixed up with EICRs and certifying?
An EICR is not a certificate, but a report.
You are free to do EICRs without being a member of NICEIC, if you're fully competent to do so.

I see you're qualified to do Initial Verification and Testing which is good and essential for you to be able to certify your own installation work.

You will also need a Periodic Inspection and Testing qualification coupled with experience of the types of installation you will be inspecting, if you are to do EICRs on other people's work.

I'm sure you did, but my legal training will not allow me to read anything other than what is written and not an intention to another meaning.

Hi thank you for your comment. I didn't plan to use NICEIC logo before registration. My client rent 2 or 3 flats. I been in 1 of his flats and fuse board is outdated and needs to be changed. Its 1 bedroom flat with light circuit, sockets and kitchen nothing big. However since installation nothing was added or altered

I didn't want to issue NICEIC papers or logo. My client is renting 2-3 flats and he needs his electrics to be inspected before April as is now by law for landlords to do so. I been in 1 of his flats and I noticed old fuse board with Wylex rewierable fuses. Its 1 bedroom flat and only 3 circuits and i didn't notice any additions or alterations.
 
An installation with rewirable fuses may still give a satisfactory outcome on an EICR.

All you could say is you recommend upgrading to an rcbo board, you can’t say it MUST be upgraded.

of course any decent landlord will want to keep the safety of tenants paramount, but I would have thought the board would have already been done in that case... unless it’s a newly purchased property.
 
yes you can carry out eicr if your not with one of the schemes as long as your competent to do so. however i would advise you had public liability insurance for peace of mind.

Thats if you want to do them under the NIC’s umbrella.
Nothing to stop you getting professional indemnity insurance and doing them under your own recognisance. (providing you have the prerequisite qualifications and experience)
Obviously you wont appear on any CP lists for EICRs but to many,myself included its not an issue. I told my assessor I was carrying out EICRs and he wasn’t interested.
