what is this component?

yes ,my motherboard only turn on ,when i put my finger on this component and it won't if i dont put my wet finger on it

hey guys I'm want to fix my motherboard myself and I don't know what is this component and i cant find any datasheet for it, can anyone help me?(English is not my mother language sorry because of wrong grammar)....
