I'd have to agree with the others by saying it's a loose neutral. What's puzzling me is...you've come on here asking for others advice because you don't have your tools to find the fault yourself, but if someone magically told you exactly where the fault was located how would you fix it anyway if you don't have your tools? Just a thought, hope you get it sorted soon

So, I've checked all terminals within the CU, meter and DNO and the issue still remains.

I'm back in Bournemouth now and I will be taking all tools and tester back with me during the week or at the weekend.

As has been said previously, and as I suspected, it seems to be a neutral terminal lose, but I'm now at a loss, again, as I've checked all terminals. So, again, any advise / suggestions would be appreciated.

As I did, I went and bought hand tools to check the terminals, but if anything else was needed (as is the case) I would look at the install as soon as I get back home.
 
Finally had UK Power Network check the sub-station and they found a stalk had burnt out prior to the fuse. This effected over 400 properties, including street lighting, and I was the only person to report the fault despite it having been an issue for week / months. What's wrong with people?
