Kitchen led lights have all of a sudden dimmed by about 30% no dimmer in the system. There are 2 switches for this set of lights. Regardless of which switch I use the lights are dimmed by about 30%. The lights will not come back up to 100%. All other lights in the circuit and through out the house work with no issues. When I turn on any light in the same circuit the kitchen light dims even more but the light I just turned on is fine. I’m thinking this could be a neutral issue but don’t know where to start my troubleshooting.
 
Have you changed any light fittings anywhere recently, sounds like you have ended up with two lights in series. This used to be easy to spot when it was filament bulbs as both would glow at half brightness but with LED one can remain unlit and the other seem to work fine but they are both only getting half the voltage or so.

If it isn't lights in series, it is likely a high resistance/loose connection somewhere on the lightning circuit.
