Led light fixture went dim. I replaced it with a new fixture and it won’t power on. I have 120v with a multimeter at the wire. When I wire up the light fixture the outlet in the hall goes to ground and hot reversed. I also have voltage at both neutral and hot wire when it’s wired in. Not sure if that’s normal. I tried to install the old fixture and it won’t power on either. What am I missing?
 
You have a high resistance fault somewhere in the neutral wire. This won't have much effect on the meter reading, because the current drawn by the meter is so small and the voltage dropped across the high resistance fault is almost negligible.
When a significant load is fitted, such as your LED fitting, the situation is reversed, with almost no voltage drop across the fitting, and most of it dropped across the high resistance fault.

What would cause high resistance? Should I pull the wall outlet and inspect? My wife told me she plugged the vacuum into that outlet and the light fixture shut off. Is my issue at that outlet?
