Does a oil tank copper pipe supply need bonding if it has been put though a plastic tubing when it buried ?

if it can introduce an earth potential, yes
 
Test it, you'll soon find out if it's an extraneous earth or not!!

In practice this doesnt always work....if it's connected to a boiler or AGA chances are it'll be earthed anyway by being physically connected to a conductive part. In order for such a test to be effective you'd have to isolate it from any connected electrical earthing and bonding system from which it may get a parallel path.

Yeah your right!! We tend to often think of services in isolation, or being in the process of installation!! lol!!

Is that an actual flexible conduit, or just the plastic sheath on the pipe itself?
As already stated, most oil pipes will have a continuity to earth via touching the boiler casing or simply through the water pipework. If you are getting any continuity below the magic 23k ohms then bond it.
