Also if it makes any difference, the DNO will probably be involved at some point as the cut-out and meter is from the dark ages and no earthing or PME, so they have been contacted about PME being supplied (really dont want to play with earth electrodes!)
 
My own home i agree, but dont want any issues for Brother if a council bod comes knocking etc, or if he sells it in 4-5yrs time?

I read somewhere (this forum i believe) a sparkie did the work took the money and did a runner without supplying EIC so he contacted LABC all they said apply online (£180) we will send out a sparkie to check the installation. job done.

What will they say to your brother nowt mate? all he needs to says is i paid the sparkie to inform the LABC and carry out the work.

Customer dont know what work is notifiable and what work isnt.

half the sparks on here are not with a scam as we call them because they dont need to be (commercial etc) and I think we all agree that it would be an insult to them to have to get their work signed off by someone but you are your own man so time to make a choice and crack on

Just do the flipping Job, your more than qualified, which is more than can be said for the bulk of so called part P sparks (who are Electrical Trainee's or kitchen fitters) and do a completion cert. There is nothing to stop your brother calling in a company in about 6 months and asking them to do a full T&I and then you have the NICEIC cert should it be needed...

The Part P rules stopping suitably qualified sparks from working in their or family home is ludicrous.

Why dn't you contact LABC, talk them through YOUR qualifications and do the right thing?

I tried that with Manchester for a CU change, they were totally not interested, it'll be over £300 to send one of our 'Engineers' out to I&T my work! Goodbye Manchester City Council!.

Thanks all, well getting on with tomorrow! As suggested i might just do an EICR in a month or so!
Sorry those that swear by the rules, but its daft for a one of job...
Good luck with the job, do remember to do an EIC after completion not just the EICR in a few months time.
One point to note is that if you have done the job safely and it is not queried for one year then after that they cannot get it ripped out, might make someone pay for an inspection though!
