Get an issue on your sockets and you've also got no boiler.....for a more professional job surely it's better to split as many items as possible, within reason. I know I'd much rather (& I consider it more professional) have my boiler on its own FCU and ideally it's own circuit than on a plug...
You are right as in no they wouldn't have to produce a minor works for a plug in boiler. A professional firm would have provided a switched FCU hopefully on a dedicated circuit with a minor works or EIC.
So is connecting a gas fire....difference is you'll smell the gas before something goes wrong. Looking at the picture the installation is probably over 25 years old.
I guess each to their own, just make sure you isolate safely and pull test the conductors once connected. You would not believe...

Starting at the top...
Prices vary massively for CU changes have seen quotes from £250 upto £500. You should charge what you know is suitable for your day rate if you know it's going to take a day. That being said I find CU changes are normally less than a day...
Agreed mate, though we were talking about his IR test so thought that was clear enough. I see a lot of experienced sparkies still disconnecting the CPC for the IR tests, they don't believe it changed until you show them GN3.
It's less the leaving the CPC in the main earth bar and more to do with the neutral conductor being left connected. The correct prescribed method is to leave the cpc connected, but remove both line conductors.
Shame it's not a high integrity dual rcd board, I just installed a similar set-up, but used an mcb to protect the 4mm swa for the garage which had a 63A RCD main switch with 2 mcbs in the unit.
Never been a fan of large consumer units with no none RCD ways.
A lot would depend on your client. When you find a C1 you should let the client know asap, backing that up in writing. If you have a good rapport you may be asked to fix it and bill them for it. If it's just an EICR with no scope to carry out remedial work then there's not much else you can do...
