Yes they are, only issue is the one at the bottoms of the stairs perminantly on and switch does nothing and one of too of stairs is off and doesn't operate from either two way switch
I checked for voltage on the live conductor and it wasn't live however I may have neglected the neutrals, they are not seperated. I also tested the light that is permanently on and the current is not coming from the switch live but instead from the neutral
There was a separate little fuse board that was fed with other tails, it contained two lighting sized cables but contained no fuses so I simply put them in a junction box to ensure they weren't made live. Apart from this It was a simply swap
