Never seen a non dno sparky wearing the official ppe for working on a cut out, ie rubber gauntlets, leather over gauntlets, full face visor, and non combustible clothing. Not saying dno empoyees always do.......
Undo the screws in the fuse holder, they are wedge fuses, looks like a metal clad cut out, which should not be worked on live. You should NOT be messing with it, naughty naughty!

This was a regular call when I worked for DNO. Not usually dangerous, but very unsightly and messy. With one in this condition a jointer would usually go out and strip the cut-out down, use a blow torch to melt as much of the pitch off as possible, clean it all up and fit new cut-out.
The service cable needs terminating, there should be a cover over the cable end at the bottom of the cut out. In effect the cable is single insulated. DNO would upgrade main earth at same time.

It's a 1993 meter, first 2 digits are the year of manufacture, but it could have been re-certified. I would ask for that credit to be paid to you, far too much to be in their account! You will be paying a higher rate on a key meter.
