done some new flats incoming water is in plastic in kitchen and point of entry of gas pipe is at the boiler in each flat so we have 10mm bonded the boiler ,gas meters are all in basement carpark communal cuboard and plumber wants meters bonding or his sticker book comes out.

not a problem to bond meters but im seeing a conflict of regs here
 
have a look at reg 544.1.2 or page 167 in bgb. As you point out meters are external to property so bond can be made at point of entry of installation.
