Why would a special location make any difference ?
Special location would mean it being notifiable work to LABC either direct or through CPS

Can't see why you would issue an EIC for alterations of an existing circuit.

A MEIWC is intended to be issued for an addition or alteration to an existing circuit
Adding a lighting point
Adding sockets to an existing RFC
Rerouting an existing circuit
Replacing an existing shower
Replacing circuit breakers with RCBOs where there is a difference of over current type.e,g, replacing type C for type B.
You can get MEIWC for up to 3 circuitsThat's 'cos those pesky schemes, have cotton on to the fact, that when using their on-line certification, if you've modified more than circuit, you'll need to complete more than one of their MEIWC (each cert' has only space for one circuit).
So the cost conscious amongst us, will then use an EIC, completing details for the necessary circuits, and adding 'Not Worked On' for the remainder.

Mind you, if was just two circuits or possibly 3, I'd submit 3 separate on-line MEIWC's and too hell with the cost.
