As far as I am aware, nowhere in Europe allows T&E, except GB and Gibraltar.
Their version of T&E is 3 core.

i thought in europe it was singles or flex?

T&E is also allowed in Ireland, although that is currently in the process of a standards change. It will now have to have a full size, insulated cpc.

Interesting. Do Europe have a reason for not using t&e?

And American. They have it too, with uninsulated CPC but different colours, sizes, insulation materials and name. Australia has it with the insulated CPC. Much of the planet however uses sensible round cables.

Recently published Amendment 2.2 to ET101:2008 incorporating Amendment No.1 (2011) has introduced the new form of T&E with insulated full-size cpc in the south of Ireland.
