Customer has said they have installed a new circuit that feeds an FCU on the landing.. and could I go round and just connect into the fuse board to liven it up..

What would your concerns and questions be with doing this? What would put you off from doing it?
 
Express to them it will need to be installed to current regulations and pass your testing otherwise you cannot energise the circuit and provide a cert'.

I would have thought the reasons pretty obvious
 
I know already there's no bond on the water, would you do it and just code the EICR accordingly so there well aware of what needs doing and you've covered your backside by telling them.. Or walk away

Does the water require bonding - have you tested it? ... if bonding is missing price it in as part of your connection expressing you cannot connect without it if its required, there is no problem with connecting others work as long as it complies and Main earth and bonding is adequate where required.

Is the new circuit surface so you can see it in its entirety? If not is there access so you can see it in its entirety?

I would do the job as long as I could see the circuit in its entirety, complete the bonding and earthing etc if needs doing, re make the connections in the FCU for my own peace of Mind, test&certificate the circuit and sting the customer with a bill that would basically be not be far off the price as if I had done the job from scratch in the 1st place.

Told him I'm not prepared to power up until earthing and bonding sufficient, I can't see the circuit so I'm not prepared to test it and issue cert under my name, but an EICR hopefully will satisfy him and protect myself.

Exactly the way it needs to be done and should be done, if you are gonna take on cert signing for other's work.

Problem is, if they gave a monkeys about it being done right, they wouldn't have done it themselves in the first place.

I have quoted for three "DIY then cert" jobs in the last two weeks, none of which were in any way compliant. All have been advised to let me rip out and start again.
All customers enthused at how much they valued my knowledge and they are glad they called me because they wouldn't have known otherwise, and how they insist it has to be done right. I'm 98% sure none of them will call back and they will complete the work themselves.

Same sort of thing happened to me recently. Went and quoted on a flat rewire the flat was being fully refurbished bathroom and kitchen swapping possessions etc. went through everything with the customer cable routes,bonding as services where being moved ,new board location, replace switch fuse and new sub cable, etc. Didn't hear anything back although I had put a half decent price in as a hospital job (was going to use it to keep a few lads busy in between jobs). About 10weeks later get a phone call so pop over all been rewired, plumbed, decorated, carpeted, new kitchen, new bathroom, etc and has the cheek to tell me her dad has rewired it and done the lot but now needs a cert to keep building control off her back. I did have to chuckle when I declined, Cheeky mare! She couldn't understand why I wouldn't give it a cert even after repeatedly telling her why.

Test, accept payment and then (once funds have cleared) tell them how bad it is and how much it will be to rectify..... simples
I do not tell clients routes and intimate details of works and methods to help stop this stuff. No point being a busy unpaid advisor
