Have you tested to confirm an earth is in existance on install?
As tel says could have been a bodged attempt at pme?

That head and mounting board have been moved from the wall on the right and the service cable has been pulled up thro the floor.
The board has then been tie wrapped to the conduits.
I bet the Met was under the head originally and the short Eaerth tail was in it.

Should be apparent why it was moved, there should be something in it's old palce and holes in the wall where the slotted screws went.
