i have replaced a immersion tank and it is connected to less than a meter of copper pipe then it connects to plastic pipe,there is no other copper piping in the flat and therefore there are no earth clamps anywhere on any pipes
now i have refitted the tank i am thinking that i should fit earth clamps and install a earth to it is this needed ?

Have you carried out the test to see if it's needed?

I would imagine bonding could introduce a potential to it under fault conditions elsewhere, think metal radiators and plastic pipes..Although with the presence of an electric element I'm sure someone will be along to correct me shortly.
 
That would be an exposed conductive part that does not introduce an earth potential to the installation, so long as the element is earthed the tank and the pipe will also be earthed.
Bonding for a non extraneous metal part is not required.

yes the element is earthed and i have checked continuity to the pipework
a insulation tester is on my shopping list but for now i will borrow one to check it is safe
