I've got a lighting circuit with no CPC. I'm telling them they have to go all plastic, There are also a good few 240V downlights in the kitchen though. What can be done with them???

a lot of downblights are double insulated, even though the fitting are metal. fit class II fittings and check the existing ones. if these are class I, all you can do is note it on your cert. it's the work that you do that has to comply. your not responsible for existing parts of the installation that you have not touched.
 
Thankyou sjm. I was wondering whether Class2 downlights existed but haven't had a chance to have a look yet.
 
Have a look at Best practice guide No. 1 by the Elec safety council. It'sbfor FSU swap but gives good advice including a warning label.
 
Or swap them for 12V.

12V is ok then? After 4 years of domestic installing .... this is my first Periodic/Installation Condition Report and the place is pretty shoddy.

Additional issue is this: The CU is Wylex BS3036, so no RCDs present. However, there's no supplementary bonding in the bathroom. I've done an Insulation Resistance test between anything possibly extraneous in the bathroom and the MET. The lowest figure I'm getting is 0.19Mohm/190000ohms. The piping is almost all plastic. There's a radiator too. Being well over the 22Kohm minimum I'm giving it an ok to omit the supp bonding as technically there are no extraneous conductive parts. This is ok ....... yes?
