Sometimes comes up to temperature, more often now,it doesn't.
Probably worth replacing the thermostat anyway if you are going to the trouble of taking the panels off to investigate if there are any loose connections etc.

Is there an indicator lamp associated with the thermostat? Most ovens have a red light tht goes on or off, depending on whether the elements are being fed power or not.
If the red light is cycling on and off, and it doesn't reach the desired temperature, then it's probably the 'stat at fault
If the red light stays on continuously, and it still doesn't get up to temperature, then it could be one of a parallel connected pair of elements has failed..
