I wonder if I can have any guidance on this issue. In a commercial building we look after they have the old type of meters to check the usage by the occupiers.
We have been instructed to change them to a "Smart" type of meter which will be connected to our BMS to accurately record usage, peaks troughs etc
When we carry out the swapping of these meters do we have to issue a Minor Works Certificate or is this an exemption
It will be a straight swap, the tails were upgraded and renewed last year by a contractor so I know they comply

a problem have been with Differentials, more sensible more faster and with Earth Resistance of course. Also with Class of Insulation. Check the Electrical Law if there is something new Ok?
 
If you wan't to cover your arse, do a minor works cert and just tick the box for 'polarity satisfactory'. No other tests needed in my opinion.
 
Might be an idea to check the PSCC at the load side before and after to make sure that you haven't got a bad connection that could cause a problem later. What current rating are the meters, under 100A or the supply for the Shard?
