As an apprentice I worked on a 2.5KV system that had 600V grade VIR laid in a wooden duct with hard wood cleats separating the cores. The whole duct was then filled with pitch. It was installed during WW2 it was still live and in use in the late 70’s. It was a bodge and codge job due to the war, but it kept on working so why mess about with it?
 
Up the loft of an old office one day doing a rewire.We thought everything was switched off . When one of the lads shouted fire! we saw an old lead covered cable catching fire it was from the office next door . We managed to get into the office next door and up there loft to see it burning just like the fuse on a stick of dynamite very lucky! If you see lead now it has to be replaced no questions asked !

What you going to do hold the property owner at gunpoint? You can only advise, doubly so if you’ve just come charging in from next door. The first shot would be at you, you caused the fault, your responsible!
 
My first house had lead sheathed, rubber insulated lighting wiring.

The rubber had perished and shorted out when I moved cables around in the loft!
