Another update. Just had the quote in from Electricity North West for a new 3 phase supply. £2400 inc Vat. But I have to have trench dug on my property! I believe that the supply cable is right outside my front gate so they need to dig a 1m hole to get a cable to my property then I have to get a 5m trench dug to meter location. Their quote for their digging seems very expensive at over £1000.
Anyway Telectrix doesn't think we need it so that is very handy as didn't have £3000 spare!

Hopefully getting Telectrix to do some work and the testing in Jan.

Just to finish off this thread. Telectrix made 2 visits and fitted some RCBO's, a new 10 way consumer unit, and tested everything. So in the end the bill wasn't too bad considering what I was originally told was required by a local electrician.

What I thought was going to be our biggest problem i.e. in our apartment some sockets and all the lights were all fed from a 30amp fuse, turned out to be not too bad at all. Some muppet had plaster boarded over a 4 way fuse board!!! It was completely hidden in a wall, wall papered over as well!!! So the 30amp fuse was actually feeding a sub board and that tested out OK. It did take me 2 days to find it though!!!! I used a cheap (£18) tone generator tester to track it down, although I did have to dig a few other holes in walls to trace the cables leading to and from it.
