Right, I've got the picture up on a proper screen now. It does look like a timer, but as it has no function symbol it isn't clear whether it is a simple on-delay or whatever. There is a reset or override input that isn't used. The output is an N/C contact, with an LED to indicate its state. The device to the left is definitely a phase failure relay as I can now read the text: 'Détecteur électronique de fusion'.

I tried to follow the control wiring without success. To confirm the purpose of the timer, I think it would be necessary to trace it out. Possibilities include delaying startup until the power has been good for a minimum time, i.e. to prevent it re-starting immediately after a brief power loss, or to disable the phase failure detection for a during starting, as the phase failure relay does not include a timer and might drop out due to inrush.
