College is still IMO the best route, if you are struggling to get an apprenticeship then go the college route and apply to all the local electricians in your area for an electricians mate position and even ask the tutors who have taught previous students that have become fully qualified if they can recommend you to someone. Being a electricians mate is as good as being an apprentice and you will learn the trade. Emphasize on your covering letter that you are self funding your technical college courses and you are prepared to pay for all your own course tuition fees. This often shows a willing to learn and commitment on your part and will go a long way in helping you.
