The outgoing circuit isn't much better! It can't be that hard to match the colours together!edit.
the blue is actually a N so I presume the same person has connected both ends.

If you drop down a fancy light fitting , then 99% of the time you will find choc block connections and shoved up the hole
Sometimes even with a twist of two of masking tape

multitool will take ages on steel. use an angle grinder.Decent pair of tin snips will sort that or a metal blade in a multitool, to cut the CU not the cable.

Low tack masking tape is better. Makes it easier to get into if repairs are needed.What's wrong with cutting the cable, re-join with a 1 amp choc block and wrap in sellotape?

Had an emergency call out this morning, a builder who’s installing a drain chopped through the SWA supplying the garden shed. Knocked out half the supply to the street, DNO engineer arrived promptly and changed one of the fuses down the sub station. Circuit isolated and power restored.
In the builder’s defence, the cable wasn’t buried the correct depth and was just beneath the slabs, but you can clearly see where the cable enters the ground so he should have checked prior to cutting.
