does my ecs card act as a cscs card ?

are you talking about your grade card or your ecs,your ecs should have you name and number on the left and your photo on the right,hologram etc as prev posts.your grade card with have your name and ni number on,

my card has my picture in the right hand side my name on the left with my NI under it then at the top is says cscs ecs electrotechnical certification scheme

Is it a JIB or an SJIB card, or something else?

its a sjib card

The JIB cards used to have thr NI number as the card number, now they don't.
Don't know why they changed it.
Just give the prospective employers that NI number, I'd probably let them know that it's an SJIB card as well, just in case they do try to verify it.
