The earth wire connecting onto the MICC is quite bad. But it's the other end of the earth that worries me. Is it really connected into the neutral terminal block?

It looks like it might be a 2 pole terminal block and it might be that the other (front) set of terminals is used as a MET with the supply TNS braid and the other earth entering from below, and maybe the earth from on top somehow ends up connected to the front set of terminals too. Possibly!
A photo from underneath would be handy.
I certainly agree that pulling the front off that block and seeing what's going on is pretty important!
 
Not double-pole; it looks like a bog-standard retrospective TN-C-S setup with the braid and neutral commoned together in an external block with a green/yellow info label attached, again not ideal but seen it dozens of times. DNO's problem, by all means get them to tidy it up but I wouldn't open it.
 
possibly the supplies are looped door to door.

The below email has been forwarded to the local team and our engineers have deemed that this doesn’t need a site visit today.



The supply looks safe, it does appear to be looped to next door and as per our new standard techniques once we find a looped supply we have 1 year to re-service this and make sure both properties are fed individually.



I have raised an enquiry for these works and will get our planner to give you a call to arrange a site visit, we will need to gain access to the next door as well so will have to see if we have contact details for them.
