Asbestos fuse board

I've come across an old prento rewireable fuse board with asbestos pads in it is this a code 1 on the condition reprt

according to NICEIC its an advisory c3 IMO it makes the installation unservicable /non maintainable and should be dealt with ASAP but its clients call as they pay for it
