Ecs trainee card requirements

I'll soon be looking for employment as an electricians mate or electrical improver and see a lot of times that an ecs card is needed. Is it possible to get one with only my part 2 done of 2365 and working on level 3.
From reading it looks like I need to be in employment. ?
Any advice will be much appreciated.

Is your training currently at a college or a training centre? If its the college then yes the college will be the reference to get the labourers card.
