it proves tha there is no breakdown of insulation between live conductors and earth, so when you throw in a RCD it won't trip.
 
the clue's in the name - insulation resistance. you're testing to prove the integrity of the insulation.

testing between live+neutral and earth is normally carried out when there are loads on the circuit that you can't remove.
 
All switches closed, switch two way switching, if you can remove lamps then good, but should not be required. Surge protection devices on socket extensions cause problems though.
 
is the test still with all switchs closed and bulbs out?

tests should be carried out by operating the switches one at a time, with additional tests for every flick of the switch. remember, you want to ensure that none of the circuit insulation is defective - not just the insulation up to the switch.
 
cheers guys , i was meaning more on EICR if the light have been working perfectly fine with no faults , no tripping , then what does the L&N to E prove , tel cleared it up with insulation breakdown
