Yep indeed I do, I actually saw them doing some of it when I popped in. It used to be a post office, it had a new floor, all new partition walls, taken back to brick. The person who owned the building insisted his mates did it.

I believe they were sitting about a foot above it, reading the Daily Mirror, and wishing they hadn't had the Chicken Jalfrezi the night before.

Yes, it's a bit of a mess, with missing covers etc, but I have seen far worse - it looks like it is possible to trace most of the cables by sight. 20 minutes would sort it out with a little bit or trunking and some covers.
No lighting RCD - a commercial premises, what is wrong with that?
